Video games are interactive experience in a digital format, so being technical about that shit, anything can be a videogame, as long as it involves choice in a digital medium...
Personally i think such a definition is bullshit, and all visual novels should be burned, but not before they are downgraded to interactive books with shitty visuals, and put on the trash literature section of a recycling facility.
